Freelance (public person) is person which has no official athorization, but still can have enough knoweldge or experience. Such type of service might be helpful at less-formal cases like ad-hoc written or verbal translation in form of a help. Thist type of translators are not authorized to make a notarization. Quality of service may very by experiense of each particular person.
